Fair Processing Notice – eMed3 / Fit Note Information Governance Statement

Name of organisation: The Red and Green Practice

Collection:  Weekly from December 2015 to August 2018, historic data backdating to 01/12/14 will be collected in the first extraction.

Purpose: Anonymised data on the use of fit notes is being provided to the HSCIC on behalf of Department of Health, and the Department for Work and Pensions. This will enable the Department for Work and Pensions to undertake research analysis to inform policy relating to employment and sickness absence, including evaluation of Fit for Work

The “fit note” (Statement of Fitness for Work) was launched in April 2010 to replace the old sick note. It allows doctors to give more information to patients about the functional effects of their health condition on their fitness for work, to help people return to work where appropriate.

The electronic fit note, for use in general practice, was launched in 2012 and is incorporated into General Practice Systems of Choice (GPSoC).

The Health and Social Care Information Centre (HSCIC) is working with the Department of Work and Pensions (DWP) to develop and implement a weekly anonymous extract of fit note data for collection, storage, transmission and publication by the HSCIC. The data extract will be de-identified by GPSoC supplier removal of free text fields and the HSCIC aggregation of all diagnosis codes.

In addition, to comply with the Department of Health’s patient objection policy, data about patients who have dissented from secondary use of their data will not be included in the extract.

All of the above will be performed before data is released to the DWP

Opt Out:  You may opt out of this data collection by recording a Care.data Type 1 Objection. Request a Complete Patient Opt Out Pack for full details.

Authority: This practice may supply personal health data to comply with its legal obligations from time to time, as directed by the Secretary of State for Health, or other recognised Statutory Authority

The collection is the subject of Directions from the Department of Health to the HSCIC: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/476889/HSCIC_Fit_Note_Directions_FINAL_SIGNED_BY_PS_LS_.pdf
